1. What is this programme?

Checking vehicle emission to ascertain whether they are within the defined limits is done through this.

 

2. Where can I get my Vehicle emission test?

There are two private companies authorized to carry on the VET. They are Laugfs Eco Sri Pvt. Ltd and CleanCO Pvt. Ltd. And they have their VET centers established in different parts of the island under the commercial name Laugfs Eco Sri and Drive Green respectively. Around the island, there are a total of 342 VET centers. You can check their website to know the location and details of the testing centers. Then, you may select the nearest and convenient center and get your vehicle tested there.

 

3. When will my vehicle need an emission test?

Department of Motor traffic has mandated that the passed certificate of Vehicle emission Testing should be submitted while renewing the annual license of your vehicle. Hence, it must at least be done once a year, before renewing the vehicle license. Apart from that, whenever visible smoke comes out of the tailpipe, it is better to get the testing done and repair the malfunctioning of the engine at a repair center.

 

4. Why is it important to have vehicle emission test?

The growing vehicle population, especially motor cycles and three wheelers together, with the high emission rates from many of these vehicles has been associated with serious air pollution problems in many urban areas of developing countries. In particular, vehicular emissions are linked to a number of health effects, including respiratory and cardiovascular diseases such as asthma and lung cancer.
Emissions from vehicles consist of a large number of pollutants resulting from a number of different processes. The most critical source of pollution is vehicular exhaust that is generated during the fossil fuel combustion process and subsequently emitted from the tailpipes. Primary pollutants in the vehicular exhaust that can produce health effects include carbon monoxide, hydrocarbons, nitrogen oxides, sulphur dioxide and other toxic substances such as particulate matter and lead. Additionally, other gases (such as ozone) and particles (sulphate and nitrates) can form in the atmosphere as secondary pollutants from reactions involving some of those primary emissions.
Hence, the government initiated Vehicle Emission Testing Program in order to keep a check on the vehicle emission from in-use vehicles and also to aware the drivers on the proper maintenance of their vehicles.

 

5. What kind of documents and other requirements for the test?

The owners are advised to bring the original vehicle registration document or if the vehicle is under a leasing it is compulsory to bring the certified copy of the vehicle registration document from the relevant leasing/finance company.
Registration certificate of the vehicle should be produced.Engine number and chassis number must be cleaned for easy reading.As the engine of the vehicle needs to be at the running temperature when produced for the test, the Engine must be switched on at least for 10 minutes. Vehicles with oil or emission gas leaks are not subjected to the test.
The vehicle should be free of water leaks with the engine in good working condition. In case of any damage caused during testing to a vehicle subjected to the test without confirming to the said requirements, the loss should be borne by the owner.

 

6. How much will it cost to get my vehicle tested?

7. What I can do to help my vehicle pass?

Proper maintenance is a must for the health of the vehicle and to keep the fuel economy in control. If you maintain your vehicle properly and repair the engine in a correct and timely manner then it will emit fewer pollutants and hence your vehicle will easily pass the Vehicle emission test.

 

8. How do I make sure that my vehicle won’t be damaged after the vehicle is tested?

As soon as the vehicle enters the testing center, they are directed to the specific lanes on the basis of their fuel types. At each lane, the vehicles are visually tested first. During visual testing, Following criteria are noted:
  • Chassis number
  • Engine number
  • Silencer leak
  • Oil Leak
  • Water Leakages
  • Air Filter (if Possible)
  • Fuel tank cap
  • Engine oil dip stick
  • Plug Top
  • Fan belt
  • Abnormal vibration and noises
  • Operation of governor (accelerator)
If any of these observations, then the vehicle won’t be subjected to emission testing. The owner will be advised to repair and maintain the failure and come for testing again. A specific “Visual Inspection” form is used for this purpose. Hence, this visual inspection procedure guarantees that your vehicle will not be damaged during the testing.

 

9. What are the procedures of VET testing?

At first the vehicle passes the visual inspection test, as mentioned above, the VIN of the pass vehicles is entered into a data system and then allowed for emission testing.
After the visual inspection, the diesel vehicles in their respective lane are tested. The oil temperature is set around 55 °C. The diesel vehicles undergo smoke opacity test (Snap Acceleration), with 3 pre snap acceleration test cycles and 3 measurement snap acceleration test cycles.
In case of petrol vehicles, they undergo gas analyzer test in the set temperature and RPM (2500+/-300) and CO and HC are monitored under Idle and 2500 RPM speed.  During testing, the automated software is used and the technicians only have to insert the testing probe. There is an inbuilt camera which automatically takes picture of vehicle number plate during the testing.  The passed and failed vehicles both are then issued their results with their emission values on the approved and color-coded pre-printed VET Certificates. The half-slip of the certificate is submitted to the local authorities.
All the vehicles have to pay designated charge for the testing. Upon failure, the testing centers will specific handouts for retests explaining the reason behind test failure. The service center provides free retest for the failed vehicles and is asked to visit after proper maintenance within a period of 60 days.

 

10. Does the owner compulsorily be present during the testing?

Not necessarily but the original documents are mandatory.

 

11. There are two companies who do the testing. If I do in one once, do I always have to get the testing done in the same one?

Not necessarily. The owner can use as per their convenience and priority. All the data will be duly stored in the government data system, so it does not matter.  The vehicle owners are encouraged to choose the vehicle centers are company on the basis of their convenience and experience.

 

12. What will happen if my vehicle fails the test?

Upon failure, the testing centers will specific handouts for retests explaining the reason behind test failure. The service center provides free retest for the failed vehicles and is asked to visit after proper maintenance within a period of 60 days.

 

13. Who can repair my vehicle if it fails the test? Are there any designated repair centers or can I choose it on my own?

The government has not mandated any specific repair centers. The vehicle owners can choose the repair centers on their own and are encouraged to choose any good, quality and honest repair centers.

 

14. What happens when my vehicle pass a retest?

When a vehicle passes the test, a Vehicle emission Testing Certificate is provided to the owner. The certificate is on approved and color-coded pre-printed VET Certificates. The half-slip of the certificate is submitted to the local authorities by the VET centers. The owner can then present the certificate at DMT during the annual vehicle license renewal.

 

15. What are the emission standards for the testing program?

16. What parameters/ pollutant gases are tested during VET?

Same as above question 14 details.

 

17. How can I ensure that the vehicle is tested properly?

The procedure of VET is given in question 9 and this procedure is handled by the software; it has fewer errors and is scientific. Still, if the owners are unsatisfied, they can get a retest (upon failure) or complain to AirMAC VET Cell.

 

18. My vehicle was registered far away from where I drive. Do I need to get them tested in testing centers of the area where it was registered?

Not Necessarily. The testing can be done in any convenient, authorized testing center belonging to any of the two companies.

 

19. If I get cheated at a VET center or if I am not satisfied with their service, who do I complain to?

21. I have a new vehicle. Will my insurance cover the Vehicle Emission Testing fees and repair services?

No. Though the insurance may cover the repair charges which you will need to do, in case you fail the tests, the test fee will not be covered. Still, the owners are advised to refer to your vehicle insurance documents or contact your insurance agency.
